2. Point form
3. highlight main point
4. Write all things in a note card
5. Don't write whole sentence in the note card, because it will be very messy

Talk more to train how to response, how to create ideas, etc...
But it works only if you carry it out for a long period of time.

Try to be calm during listening the question and responding.
If unfortunately you cannot listen the question clearly, you can request the teacher to say it again.
Also you can make use of the above method to "steal" more time to think about the question, but not recommended.

And, try to fill in the whole minute to respond.
If you have nothing to say before the end of the minute, try your best to create other ideas is the best method.
Otherwise repeat the statements, standpoints, ideas... you may think that it is useless, but it is better than say nothing, isn't it?
